| Sewer Connection Moratorium |

On January 19, 2005, the Oxford Area Sewer Authority voted to impose a
moratorium on accepting additional
sources of flow to the sewer system as of the date of the vote. This action was taken in
response to the fact that the average daily flow to the treatment plant for the
year 2004 was 0.601mgd, i.e., 1000 gpd above the permitted flow.
The Authority has taken the position that any additional source of flow
will exacerbate the problem.
Therefore, a moratorium was required. The Authority realizes that the business and residential communities will be affected by the moratorium. We expect to receive requests for new service, changes in level of service, changes from inactive to active service, and the like. In considering these requests the Authority will view an “additional source of flow” as any source that represents flow, or the potential for flow, above that received in 2004. Thus, a new residence or business that was not discharging in 2004 would not be allowed. The reactivation of a service that was out of service during 2004 would not be allowed. Changes in residential ownership are not affected by the moratorium. Other exceptions to the moratorium are described in Title 25, Chapter 94 of the State Code. The Authority will reconsider the moratorium in July 2005. The Authority's plans to address the problem of high flows include completion of plans to expand the system to accept higher flows and continuation of the on-going effort to find and eliminate infiltration and inflow of groundwater and surface water into the sewers.
